His battle against Itachi and Sasuke is a difficult point to analyse, as neither could actually kill him-they both held back in order to reverse the reanimation jutsu. This means that kabuto is faster than Jiraiya AND Jiraiya doesn’t have any physical attacks faster than sasuke’s susanoo arrow.
